Levels Config Ignoring Blacklist

The blacklist in the config file is not working at all for certain armor. Specifically the Simply Jetpacks chest pieces, which seem to be defaulted in the config, as though its a known issue. The jetpacks are levelling up, and for some reason this changes their quality... from Tier 1, to Tier 2, even to a Creative Jetpack. This is the syntax as it appears in the config:

I'm not sure if it is the same category but I think the config option for the enemy leveling is kind of ignored. I encountered a zombie with 207 hearts in the beneath and I'm relativly sure that no other mod is increasing the health that much.

You might want to give this a try, as it works perfect for me. I added the flux packs, as they have the same nbt data problem.
