Can you explain what this service exactly does? And a little bit about how it's going to work in the extension. I'm not familiar with it's functionality.

This bug is reported at [chromium#341801008](https://issues.chromium.org/issues/341801008) and already has a [fix](https://chromium-review.googlesource.com/c/chromium/src/+/5563209) that will be included in chromium v127.
