Description of the Feature Request

As per (https://github.com/TheOdinProject/odin-bot-v2/pull/576#issuecomment-2372528409), our CircleCI checks for ESLint and Jest are to be migrated to GitHub actions to be consistent with the existing Prettier workflow, and because we have unlimited actions credits in this repo.

Acceptance Criteria

- [ ] ESLint and Jest CircleCI workflow is migrated to GitHub actions
