TODO: The "Missing Diplomat" quest chain might be different in 0.5.3, or the max 0.5.3 quest entry we assumed is not correct.
Describe the bug
In the quest chain "The Missing Diplomat" quest chain (started at quest ID 1241) the quest ID 1246 has the next quest in the chain as 1447. That quest is not on the database.

The quest on the database continues at 1247, so it looks like 1447 has been mis-keyed. It should be 1247. I suggest quest 1246 should have "next in chain" as 1247, and quest 1247 should have "PrevQuestId" as 1246.
Steps to reproduce I didn't actually do the quest chain, this was from looking at the database.
Expected behavior Quest 1246 should have 1247 as the next in the chain.
1447 is the correct quest that follows 1247, at least in Vanilla. It might be possible that in 0.5.3 the next quest was 1247 indeed, but then the text and objectives of 1246 wouldn't make sense. We can't change that until/if we find evidences of a different 1246 quest.
Another possible option is that 1447 quest was actually available in 0.5.3. At this moment our best guess is that 0.5.3 quests ended in 1339, but we can indeed be wrong.

I concluded with @Daribon that the last quest available in 0.5.3 was 1339. This is not 100% final though, so we might have been wrong since finding the last quest is a bit harder compared to finding the last entry for items or NPCs.
Anyway it's not that weird that Blizz edited a quest chain later in development and added new intermediate steps.
