Do we anticipate more than one besu-based ledger? On first pass, it references the besu ledger as a singular thing.

Discussed WG 20220131. Decided that multiple key types among participants will not be included in v2 of the spec.

Discussed WG 20230306 - Daniel proposed allowing a single object in addition to a set of objects. This would necessitate a dot release of the spec.

There has also been some work done by @frostyfrog along the lines of a server managed group. (There are a few types of group messaging, each with different characteristics...)
