feature request: additional fields in mod details for licence text and URL

It would be handy to be able to manage mod permissions via the Solder interface. To that end I suggest two additional fields. A URL pointing to where the mod's licence is held (if applicable) and a text field where an applicable quote from the licence can be copy-pasted. The URL would be in addition to the existing mod URL, which may or may not be different depending on how the mod's author is organised.

These chould then be displayed in the mods listing on technicpack.net under each mod.
