Replace Lambda@Edge with CloudFront functions

There are various issues with the use of Lambda@Edge and management of log groups, some of which stem from the regional nature of the CloudFront Edge caches. Replacing this simple functionality with CloudFront functions won't affect cost, should reduce execution time, and sidestep some of the existing limitations.
