Implement get video url with timestamp

We would provide the duration in seconds and it should return the video URL with the good timestamp

E.g for 79s: <video-url>&t=79 on YouTube, <video-url>#t=79 on SoundCloud and media.ccc.de, <video-url>&start=1m19s on PeerTube…

From IRC: StreamInfo#getUrl(int timestamp) should be implemented to handle this. A StreamLinkHandler could also get streamtype and duration for additionnal check, eg timestamp wanted is not longer than duration, it's not a live…
