File transfer feature when vpn is on

I usually need to transfer files between my PC and my phone when both devices are connected in USB tethering mode, which is easy to do. However, when the VPN is turned on one of the devices or on both, this becomes impossible, and a response timeout error occurs. Is it possible to provide conditions that would allow for a connection in this case?
It goes without saying that I have seen this feature in some software before, and they worked correctly, but unfortunately, they were not perfect or reliable.
