Cassandra - inline edit of timestamp should be in milliseconds

Cassandra, build 158

If I try to do an inline edit for a row that contains timestamp type (which is also a part of the key of the table) it does not take the milliseconds in consideration and that causes a creation of new line instead of an update.

Hi @son11592 I am using Cassandra (3.11.4) on TablePlus for windows build 158.
