Include MTProto Proxy as service?

I don't know if any of us are heavy Telegram users. I can't speak for everybody, but I don't see a fundamental objection.

From skimming the documentation: I don't think we can automate the generation of the proxy tag. I think we would need an account? So there would have to be manual action to complete steps 5-8.

@nopdotcom I think the tag is only useful for advertising and getting statistics about usage.
