Fun fact: the first `.LINK` in a PowerShell function is used for `Get-Help -Online`. Since `HelpOut` helps you generate markdown help, presumably for online scenarios, it _should_ be somewhat straightforward...

`Get-ADOServiceEndpoint` should use a different default api-version for tfs

This endpoint requires api-version `4.1-preview.1`, and is otherwise very ornery.

`Expand-BuildStep` should not allow blanks for a mandatory parameter

Currently, a blank option is created for anything with a `[ValidateSet]`. This should only be true if the parameter is not mandatory.
