ScriptDeck should include a "PowerShell Command" Encoder

• [ ] One parameter should be the command name.
• [ ] Another should be a parameter.
• [ ] A dial should go thru a [ValidateRange()] or [ValidateSet()], according to an increment.
• [ ] A button should provide a [switch] value, or a hard-coded parameter value.
• [ ] A change may optionally run the command.
• [ ] All buttons/ encoders using the same commands should share data.
