Feature Request: Commands Should Output a data log, and avoid reprocessing

Commands should output a data log parallel to any -OutputPath.

This log should contain the Command and Parameters used to generate the file.

If the same operation is requested with the same parameters, the file should not be reprocessed.

This behavior should be universally overridable with the -Force parameter.

Reopening issue because -a- it has only been implemented for Edit-Media, and -b- Edit-Media does not yet support (-Force) (#77)
