Last chance despawn handler
Make sure objects are NOT despawning near player even if other logic dictates it.
This might require different solutions in different cases. e.g. If player is in the vehicle then we need to force the correct move vehicle to global garrison behavior.
I was thinking, when evaluating location virtualization, we could take into account how spread units are over the area, or something like that. Need to think of a way to evaluate this relatively fast.
