This requires interacting with either the Accessibility Toolkit (ATK) or the D-Bus API that ATK is based on.

Would you have a few pointers regarding this, to get a general idea of what it implies?

I'm approaching this with the initial impression that this is higher-level than SCTK's scope (this library does not provide any primitives for content drawing, widgets, or such), but I admit I don't know much about ATK.

I imagine this is mostly relevant for client-side decorations.
