Enable rate limiting for syncer

Description

hostd currently supports rate limits on renter bandwidth, but does not support rate limiting the syncer. This feature has 3 parts:

1. Add a setting to rate limit the syncer
2. Honor the rate limits in syncer connections
3. Add the syncer bandwidth to the metrics.

It should be possible to use the RHP listener as a guide for implementation.
