Azure+OpenAI: Failed to create model
Consistent with the situation described on the following web page： https://learn.microsoft.com/en-us/answers/questions/1309993/im-confused-why-i-passed-the-invite-and-still-cant
In this case, the form has been filled out and an official response has been received in the education mailbox stating that the application has been approved. Yet it is still not feasible to create Azure openai, and the deployment model will fail, indicating that an application is required.
This is basically not mentioned in all the tutorials on the Internet, and this may be a new problem that has only recently appeared.
在中文的部署界面，该提示为“Azure OpenAI 服务目前通过应用程序表单提供给客户。尚未启用所选订阅以使用该服务，并且没有任何定价层的配额。”，这似乎仍然与未申请openai服务的状况相同……
Sorry for the late reply, I don't check GitHub often. Some people have experienced the same situation as yours, but none of them found a solution. If anyone figured out how to fix this problem, I'll inform you and edit this guide.

方式就是
：点击 左上角 Logo 旁边的升级按钮，然后选择 0 元那个，等待一会儿就能成功创建啦。
