Resize text, text spacing and page reflow

Description

We want to ensure that users can still use our app when they increase the size of text and content. The WCAG criteria we want to meet are:

• 1.4.4 Resize Text
• 1.4.12 Text Spacing
• 1.4.1 Reflow

What devices do we need to support? A small mobile device is likely unsuitable anyway, but do we want to support tablets?

@pgchamberlin Do we have a requirement for device support?

perhaps for the moment we can assume that we are using a web browser on a standard 13 inch laptop screen, start with that and then extend support for smaller/larger devices as well? I'm adjusting this ticket to also include Text resizing and spacing, since it would be good to tackle these issues combined.
