[Bug]: Chrome loses Profiles after upgrade
Prerequisites

- [x] I have verified that I am using the latest version of Scoop and corresponding bucket.

Expected/Current Behaviour
When upgrading Google Chrome it loses my Configuration and Profiles. I have to reconfigure it after every upgrade.
Perhaps the updater doesn't install the newer version over the older one or doesn't copy the profiles folder to the new folder?
Steps to Reproduce
when a new version of chrome has been published
scoop update googlechrome
then start chrome. It behaves like a complete new installation.
Possible Solution
- Install upgrade into same installed folder
- Make a hard link to a separate Profiles folder to hold it even after upgrading
- copy profiles folder from old to new installation

Since #13853 merged, Scoop does not persists 'User Data'(i.e. Profile). But it should not cause data loss, the profile stores in default location now.
