Add parameters that describe the multiplicative factor used for the TestAndTraceCapacity

For all models, we should add parameters that describe the multiplicative factor used for the TestAndTraceCapacity as we use different realizations in secir and secirvvs simulations. This is inconsistent but not a problem from this new feature.
