Improve Mobility Scheme with travel times, infection during trip and more

Mobility/Commuting between the different counties is currently very simplified. In the future, a model should exist so that infection is also possible during the commuting process. Also, the people are directly moved to the new region. There should be some kind of travel times where the travelers only have contact to each other or other travelers. In addition, one could still consider the mode of travel (PT, car, ...) ,
