Add damping

Motivation / Current Behaviour

We want to do something like:

Persons go to social events less. E.g. 50% reduction. This is currently not really possible. Therefore we need dampings or something similar.

Enhancement description

We probably want to have a rng if a person goes to a location, which is dependent upon a parameter.
