smash-arc doesn't list directories with missing hash labels

Directories with missing hash labels aren't reported by smash-arc/SmashArcNet

smash-arc doesn't include directories in arc_list_dir if the hash label is missing. This is causing folders with missing hash labels to not display in the UI.

There are so few missing hashes, that this might not be worth trying to fix. It's difficult to create a directory structure without the hash labels. Placing directories with missing labels at the root may be an option.
