Bug Report: Wrong Journals, Referrals and E-books count on home page

Reproduction steps

1. Visit the home page
2. scroll down till you see the correct count in Journals, Referrals, and E-books.
3. Now scroll up till the count goes to 0+

Expected behavior

After the Journals, Referrals, and E-books count reaches the right number then whatever part of the page we visit it should not change and remain static.

Actual Behavior

But when we scroll up it resets to 0.
