[Win11 / 10] Switch Pro Controller via usb doesn't connect properly after a full shutdown/reboot

If a switch pro controller is connected via usb, rebooting windows or performing a full shutdown (hold shift on shutdown option), the controller will be detected when ds4win starts up, but no notification will appear and no inputs will be read (battery lv is 0%). The controller needs to be disconnected and then reconnected to work properly. Simply restarting ds4win will do nothing, and it's not necessary to fix the controller.

Steam is definitely not the issue, since the controller is hidden from it with HideHid. All drivers are at their latest versions.
