CPU Usage Outside of Raids

I tested my addons with Stragglers here: https://github.com/andrew6180/Stragglers-3.3.5 (You have to add SET scriptProfile "1" to your config.wtf for it to work)

I noticed the CPU and memory spike everytime I begin to cast a spell or use any ability even when SOLO .

Why does it have to use so much CPU and memory when I'm NOT in a raid and there are no visible raid frames?

Here's the result at the end of a 5-man dungeon where CompactRaidFrames weren't even shown on screen but it took the second place on CPU usage (updates):

I wonder what can be done about this.
