Hi Folks,

I believe it is interesting to create a new document called SECURITY.md, where it can communicate to users how security problems are handled by the Matrix development team.

A first and great step would be to provide a contact email to receive vulnerability reports, after all, Github Issues Pages are not the ideal place to deal with this type of extremely sensitive issue!
