Proposal: SHACL Profiles

I've written up a small proposal for machine-readable profiles here: https://github.com/WEHI-SODA-Hub/RoCrateProfileProposal.

At this stage I'm looking for feedback, and I'm happy to implement the necessary tooling without touching the RO-Crate spec itself. However, I thought this would be a good place to get some visibility and ensure that I'm not clashing with others who are also working on profiles. If we manage to all agree on something then of course we can submit a proposal to change the spec.
