Video stops playing when disabling all audio output devices while playing

In Media Foundation API, if you play a video that contains audio, and disable all audio output devices while it is playing, it will produce the error message

[AVProVideo] Error: Loading failed. File not found, codec not supported, video resolution too high or insufficient system resources.

and playback will stop (but still in playing state)...

If you then renable an audio device, pause the video, then play it, it usually resumes.

Ideally playback wouldn't stop, but this is an extreme edge case.

It was an issue on some machines that only had HDMI audio device, when the monitor turned off, the audio device would become disabled and cause problems - this was during long term soak testing....
