GELSY: no rank computation for NRHS=0

Documentation of RANK claims that it would contain the rank of A after the call to GELSY. However, if there are no right-hand side vectors (NRHS=0) then the returned RANK is zero. In contrast, GELSS also computes the rank if NRHS=0.
