use win key as hotkey does not work in Emacs

Hi, thanks for your great work. I've encountered a problem with Emacs. When my mouse is inside emacs window, altsnap does not trigger when I use win key as hotkey while alt key is working.

interesting, Can you move Emacs it with a Hotclick? or using the Long Click move option? I assume you are not using WSLG to run Emacs? Are using the Win32 build of GNU Emacs?

I can move with hotclick or long click. I'm using a win32 build of GNU Emacs. I also tried Emacs with pure-gtk ( https://github.com/kiennq/emacs-build ) and have the same problem.
