Bug with "TOpenDialog" in Windows 7 SP1

Attached is a demo project that cannot open the dialog on Windows 7 SP1 64 Bits I ran this project on Delphi XE 3 and XE 4 and XE 11 in all of which it is not possible to Bug Dialog VCLStyles.zip run on Windows 7
