Convert build scripts to new Inkscape version

• Releasing the new module is blocked on writing its manual
• Writing the manual is blocked on being able to support multi-page manuals
• Multi-page SVGs require the new version of inkscape
• Switching manuals over to the new version is blocked on also switching faceplates over, so there can be just one inkscape version in the build script
• So I need to update all the old inkscape commands and make sure they work with the new version

The actual build.py uses inkscape less than I thought. Most of the more complex commands are in faceplate_maker.py. That's not updated yet but it's not a blocker -- I can use split versions for now
