Global Config needs a "saving..." dialog

Saving changes in Global Config can take a moment.

The solution you'd like

Add a "saving..." dialog window (like with loading, except saving)

The value to a user and who that user might be

Avoiding a confusing "is something happening????" couple of seconds.

Not really, that one was about widgets/qubesmanager components, this is about global-config that used to be slightly faster but the more it can do the slower (potentially) it becomes with saving.

Is Global Config not a Qubes widget or Qube Manager component? Should we make a separate new label for it (i.e., not use C: manager/widget)? Or maybe just rename C: manager/widget to something like C: Qubes GUI tools?

I think it should be renamed Qubes GUI Tools, yeah; there is a bunch of tools in different repos.
