Migrate qubes-manager tools to Qt6

Qt5 will stop being supported.
The solution you'd like
Stop using it.
I believe this is a Major issue. Because of two reasons:
- Free support for Qt5 ended on 26th May 2023. And extended paid support is only till 26th May 2025. During the paid subscription based support period, security fixes might not be available to Fedora project and others.
- The major essential PR to
Qube Managermight conflict with other PRs if it is not reviewed and merged quickly.

The package manager has been pushed to the r4.3 testing repository for the Debian template.
To test this update, first enable the testing repository in /etc/apt/sources.list.d/qubes-*.list by uncommenting the line containing bookworm-testing (or appropriate equivalent for your template version), then use the standard update command:
sudo apt-get update && sudo apt-get dist-upgrade
