Endpoint to check the health of Neolink

Is your feature request related to a problem? Please describe. Hi. Neolink regularly stops working, often its a fault of Reollink camera which needs to be power cycled, sometimes its a fault of neolink or bundled gstreamer. The problem is that i usually dont know this has happened until i actually need the footage and connect to my NVR. Describe the solution you'd like It would be nice to add a health check endpoint which could be used in docker compose to check the health of neolink container - if neolink is working, connected to the webcam, obtains data from it and streams it. This way the user could be alerted about any malfunctions as they happen.
