Restructure config

This PR restructures the config file to be more structured and comprehensive. It temporarily includes functions to check differences between old and new config files. Closes #175.

Changelog: "sector" split into: transport, heating, sector_techs, networks

@lisazeyen I have included explanatory comments and abbreviations. If the proposed config (structure) is fine, I can proceed with updating the config references in the scripts. Before I'll do that (probably time consuming undertaking), we should doublecheck if the main model users agrees with the new structure.
