Upload TAM buttons misaligned in Electricity Gen techs

The upload button for the TAMs is not aligned the same way as the upload button for the Adoption scenarios. Both should either be aligned to the dropdown widget, or both to the combined field element (label and widget together). Currently the TAM is aligned to the field element, adoption to the widget.
