Prepare a proof of concept enabling elastic search for Cases

Configure the following env variables
- SCOUT_DRIVER=elastic
- ELASTIC_HOST=http://elasticsearch:9200
- ELASTIC_CASES_SEARCHABLE=case_status
Start the Elesticsearch service in elastic/docker-compose.yaml
Run the following artisan commands to sync the current cases:
- php artisan scout:import 'ProcessMaker\Models\CaseStarted'
- php artisan scout:import 'ProcessMaker\Models\CaseParticipated'
