Provide linux/arm64 image for alpine

Summary of the new feature / enhancement

super-linter is preparing for arm64 support https://github.com/super-linter/super-linter/issues/5070. It would be very helpful to have a alpine arm64 docker image.

To have the musl-based arm64 release of PowerShell first: https://github.com/PowerShell/PowerShell/issues/24552
