New RRTYPE definition: WALLET (262)

Short description
There is a new RRTYPE in the IANA RRTYPES registry (https://www.iana.org/assignments/dns-parameters/dns-parameters.xhtml). It is WALLET (262), and its display format and wire format are the same (a bunch of ASCII characters).
Usecase
- Allow zonefiles to use WALLET records directly
- Show WALLET records directly in Recursor output
- Do something similar in any other program that shows records to users

There's no length limit? So basically this is what TXT should always have been like? :)
Also, no associated draft (yet)?
As with most RRTYPEs, there is no length limit, but a processor is free to assume that "too long" (maybe 1024 bytes in this case) is malformed.
There will be no draft; this is not important enough for one, and the RRTYPE registry doesn't require one. The RRTYPE experts who commented on the application didn't seem to think one was needed for this.
The WALLET application is being revised based on input on the DNSOP list and private input. I'll report back when it is settled again.
