This looks like a duplicate of https://github.com/flutter/flutter/pull/153162, but we have not heard back from them. Just FYI as this progresses.

Another PR has been opened for this, https://github.com/flutter/flutter/pull/155214. If we have not heard back on this, we may go ahead with landing that PR if it resolves the issue.
