Github Actions version doesn't seem to have enough permission to comment by default? Suggestions?

I tried to switch from GitHub Apps version to GitHub Actions version, but it seems default GITHUB_TOKEN won't have enough permission to comment, not sure if using a PAT would...

Origin pic was too fat. Recompress made it less than 1MB without loss its quality!

Change `apk add` to use `--no-cache` instead of `--update` for package installation. This will prevent the package index from being cached and reduce the image size.
