Add support for "chance for flasks you use to not consume charges"

This adds parsing for the modifier "x% chance for flasks you use to not consume charges" found on [Nature's Boon] and [Ascendant - Pathfinder], plus a few other miscellaneous locations.

This modifier functions as a multiplier to average flask charges used (as if it was "less flask charges used") and does not change minimum flask uptime estimates unless you somehow manage to get 100% chance — in which case your flask uptime is always 100%.
