Integrating services into Velocity may afford us platform-independence from specific plugins.

This isn't final, I am only opening this for further discussion.

A ban management service/system would be useful in my opinion. Allowing for bans based on UUID, username and possibly an ACL style system for IP banning that allows blocking of entire blocks of addresses if needed? I believe that would be a very powerful system for server administrators.

Support for restricting access to certain servers depending on permissions would also be useful.

An EconomyService for proxy-wide money management would be nice.

About services manager; do you mean something like sponge's/bukkit's services manager?
