chore: [DO NOT MERGE] patch for prql-compiler to change MSRV to 1.65.0

Same as #1561

The machines on CRAN are not updating (seems to be simply a lack of resources on CRAN^1) and I would like to keep the MSRV of prqlr below 1.69. Therefore, I refer to this branch.
