[Feature Request]: Support for HDR Output

Description

Support for HDR Output.

Reason

Would benefit anyone gaming using:

  • An HDR-capable display, like an HDR monitor or HDR TV.
  • An HDR-capable mobile gaming device, like a Steam Deck OLED.

Examples

Emulators with support for HDR Output:

  • Dolphin.
  • RetroArch.

FWIW workarounds already exist then (on top of course of autohdr which is a bit of a cheat).

I've suggested working on this before as well. It apparently would be fairly difficult to do with how PCSX2 is set up. Those workarounds should be good for the time being. I do hope this eventually gets added and if anyone would like a hand with it feel free to @ me.
