Smart palette detection

If a tile has an ambiguous palette, it would be nice if the one would be preferred, that produces a duplicate. I'm talking about tiles which don't use enough colors to be sure which palette it is.

Edit: this is meant for superfamiconv tiles and superfamiconv map
