"ImportError: DLL load failed: The network cannot be found" on launch

Describe the bug When launching Tomviz I get a Messages window showing an error log related to importing certain Python libraries (see error log attached). This leads to not being able to load files of a numpy array format (the option to choose .npy files is not available when trying to open new files). To Reproduce Steps to reproduce the behavior:

1. Launch Tomviz 1.10.0
2. Messages tab appears showing error log

Expected behavior No Python import errors on launch

• Operating system: Windows 11
• Tomviz version: 1.10.0

Hardware (please complete the following information):

• Device: Windows PC
• Graphics card: NVidia RTX 3060 Ti

Additional context I should mention that I have my own Python Miniforge distribution separately installed, but looking at the error logs I don't seem to see tomviz trying to interfere with that. I also tried to put the filepath where the version of Python installed with Tomviz is into my system PATH, but that did not seem to fix the issue.
